As America's cities sprawled across the landscape and hundreds of millions of vehicles clogged the nation's roads, smog became an increasingly severe problem. California was the first state to address the issue seriously. In 1960, Sacramento required all automobiles sold in the state to maintain minimal emission standards. 5 ppm of carbon monoxide. Washington then asserted a national responsibility for fighting pollution under the Air Quality Act of 1967, although it allowed states like California to impose even tougher standards.

26 Washington regulated the early industry through existing patent and antitrust laws. The first official automobile association - the Association of Licensed Automobile Manufacturers (ALAM) - was formed in 1900 to administer a patent for a two-cycle engine. In 1909, Henry Ford sued ALAM for access to the patent, arguing that the association represented a technology cartel. He lost the first round but in 1911 won in the Circuit Court of Appeals, which granted him access to the patent. In 1915, the National Automobile Chamber of Commerce (NACC, today the Motor Vehicle Manufacturers Association) formed to manage patent cross-licensings and lobby Washington to change its laws to prevent ALAM-like patent cartels.

In May 1945, the War Production Board authorized the production of 100,000 automobiles, in contrast to the mere 139 made in 1943 and 610 made in 1944. 31 The autoworkers launched a strike in 1945-46 that lasted 113 days.
